KeyASSET HIGHWAYS is a computerised highway maintenance management system, which
has been designed to assist in the prioritisation of maintenance expenditure on
road networks. To effect this, KeyASSET HIGHWAYS uses current road network
condition information together with information regarding previously applied
treatments to indicate which sections of a road network require treatment. For
each section requiring treatment, KeyASSET HIGHWAYS specifies the type of
treatment required and the cost of applying that treatment. Subsequently, the
order in which each defective road section should be treated relative to other
defective road sections is suggested. As can be seen, KeyASSET HIGHWAYS is a tool which can assist highway engineers
and Road Authorites to prioritise and cost periodic maintenance treatments. As a
result sections of a road network that are most in need of treatment may be
identified and remedied. |

KeyASSET HIGHWAYS is fully customisable allowing the user to define the defects which are used to
assess the condition of the network. This involves defining properties such as
the method used to convert the measured defect value to a percentage of
deterioration. This may be done by specifying a formula or graph. |

applied to remedy each defect. This involves specifying unit rates for the
treatment, allowing the cost of the recommended remedial treatments to be

above which treatment becomes necessary-the 'intervention levels'. |

KeyASSET HIGHWAYS is capable of importing visual and machine surveys from HMDIF
files. These surveys include CVI, DVI, FNS, CRUT, DRUT, Deflectograph, SCRIM,
SCANNER and GripTester. KeyASSET HIGHWAYS can process the survey data using the latest UKPMS
defects, treatments and intervention levels. |

The treatment determination process in an automated process in which the system
analyses all defects within each section of the road to determine which defects
require remedial action. Subsequently the system suggests remedial treatments
for such defects. In addition, conflicting treatments are rationalised where any
conflict results from the treatment determination process. For example, if
surface dressing is suggested due to minor carriageway deterioration and a
regulating overlay is suggested due to wheel track rutting then the two
treatments are rationalised by the system resulting in regulating overlay being
recommended. |

The system determines the order in which each defective section of road should be treated.
To achieve this, a priority rating value is calculated for each defensive road section.
It is calculated from the amount of each defect present in the road section, the severity
of the type of defect (user definable)and the hierarchy level assigned to the associated road section. |

Various reports and graphs are produced by the system. These include statistical
reports and graphs produced from the network inventory and road condition
information. The most important reports produced are the priority reports. These
reports contain full details of the defects, suggested treatments and costs for
each defective section of the road in order of priority. |

The treatment determination and priority rating process is clearly auditable, by
allowing the user to easily view why the system is suggesting a particular set
of treatments in a particular order of priority. The processes are also flexible, by
allowing the user to customise all aspects. |
